Both are American made and good quality. I think it depends on which bumper design you like the best. GenRight is close, in SoCal, so should be less shipping. If you're concerned about weight GenRight makes them in aluminum.
I could order it for you from GenRight if that's what you decide you wanted and the club would get a 3% kickback.

Like Richard said, its a toss up. I know the owners of both companies and they are stand-up folks who build good USA made chit.
Rather than going with a brand, pick out the style you like the best. Genright is new to JK stuff (only been doing it for about 8 months). PSC has been doing JK stuff since they came out in 2007. So PSC has a bigger variety to choose from - and makes stuff for better angles in the rocks (the BFH line, "Built for Hammers") that requires cutting the frame ends closer to the body. Also, don't discount Poly Performance bumpers. They sell several different styles for JKs that are also great quality and USA made. All 3 companies have good service and are local California businesses.
Bottom line:
1) pick a bumper that can facilitate what you plan to mount on it, if anything (winch, lights). Also decide what features you want the bumper to have (stinger, grill hoop, recovery points)
2) Stay as minimalist as possible, those big wide expedition bumpers are rock magnets and will rub tires while flexed out and turning on the trail. They are also unnecessarily heavy.
3) Once these criteria are met, pic the one that looks the best to you.
